OHV grant-in-aid trail program
The Department of Natural Resources (DNR) administers tha OHV grant-in-aid trail program, a cost-sharing program for the development and maintenance of public off-highway vehicle (OHV) trails and areas. The goal of this program is the creation and maintenance of local trails, at the initiative of local trail organizations and local units of government. The state's intent is to offer financial assistance so that locally controlled trails can exist where none had before. Clubs that receive these grants must have a local unit of government sponsor them.
The program was named the "Minnesota Trails Assistance Program", and has become popularly known as grants-in-aid or GIA, which include grants for off-highway motorcycles (OHM), 4 wheel drive trucks (ORV), all terrain vehicles (ATV), snowmobiles and cross country skiing. Funding for these GIA programs comes from registration fees collected from each user group plus a percentage of the state user funded gas tax for the motorized OHV groups. The percentage of gas tax varies for each user group and is set by legislation.
